I spoke to the G.P.0. about this as I could

how

not see now the provisions, of, Article 105 Section 1

of the Carro Detailed Regulations

could be satisfied since the G.P.0. letter to the

Director of Posts and Telegraphs, Berne, is only

dated the 16th of October and the change comes into

effect "at the soonest 15 days after notification by

the International Bureau". The G.P.0. said that they

had considered the point and that it would be all

right as they had already notified the more important

Hong Kong changes in a letter dated the 5th of

October. They have in the past frequently trusted to

the good offices of the Berne Bureau in similar cases

and have got away with it and they anticipate no

difficulty in this case. The worst that could

happen would be for one of the other contracting

parties to draw attention to the technical breach of

the terms of Article 105, and if so disposed to

demand that the alteration should not be enforced

until the first of the following month. But that

G.P.0. consider is very unlikely to happen.
